| As a part of its 25th anniversary season, the Minnesota Book Awards is proud to announce a new literary map of our state: From Main Street to Your Street: Minnesota Writers on the Map, featuring more than 100 writers from historical to modern times, whose contributions to the state’s literary legacy are profound. Copies of the map will be available in public libraries beginning at the end of May. In early June, the map will move online with more information on each of the authors listed, and new interactive elements. There will be links to the Minnesota Historical Society’s author biographies pages, as well. This project was produced in partnership with the Minnesota Historical Society and Explore Minnesota, and made possible by funds from Minnesota’s Arts & Cultural Heritage Fund through a designation from the Council of Regional Public Library System Administrators (CRPLSA), Explore Minnesota, and the Center for the Book in the Library of Congress. |

The 25th annual Minnesota Book Awards is a project of The Friends of the Saint Paul Public Library, with the Saint Paul Public Library and the City of Saint Paul. Please note that the next Community Collaboration grant deadline is rapidly approaching and is less than a week away. If you are considering applying or are working on an application currently, they are due next Wednesday -April 17th, 2013 at 5pm. Any accompanying print materials should be postmarked or sent in Delivery on or before the 17th as well. Please note that all applications require at least one partner organization. The grant request limit is $7,000.00, except when involving multiple communities. If you wish to request more than $7,000, please contact me at Legacy@selco.info prior to application date. This will be the last time to apply for this fiscal year. Check back this summer for information about opportunities for the next year.

The SELCO Legacy team is proud to announce 3 new and additional performers to the SELCO vetted catalog.
Katie Knutson is a professional storyteller and teaching artist. She has 4 story telling programs for children as well as a workshop for librarians. All of her shows are customizable and she's happy to work with you to bring the best performance to your library.
Laura MacKenzie has studied music on both sides of the Atlantic and has been recognized as a master folk artist. Laura performs and teaches an array of wind-powered instruments: wooden flutes, whistles, pipes, horns, and many more. Laura has several shows available to our region.
Norm Barnhart has presented comedy and magic full time across Minnesota, Wisconsin and in all fifty states. He has offered to bring his entertainment and teach his workshops. He performs for all ages and tailors his show for your needs.

easel on display at the Hokah Public Library
Nestled among the book collection, easel – Experience Art in Southeaster Libraries – is on display at the Hokah Public Library. The Hokah location is the smallest community on the traveling art exhibit schedule. The exhibit will be on display from April 5 through May 16 and includes 33 original pieces featuring a wide variety of artistic styles and media formats. Whether an oil painting, fabric art, and/or a ceramic piece, each depicts the artist’s interpretation of easel’s theme — books, letter or letters, authors, or the library.

SELCOtv launched a new series for this year’s Minnesota Book Awards (MNBA). The first episode features the four general nonfiction finalists as booktalked by Rachel Gray, SELCO Information Services Librarian. In the weeks leading up to the 2013 Award Gala on April 13, SELCOtv will produce seven additional videos. Each will offer a short synopsis of the finalists in the other literary categories. Check out the MNBA general nonfiction titles and stay tuned for upcoming MNBA SELCOtv episodes.

While winter may seem to be unending in 2013, easel - Experience Art in Southeastern Libraries - adds a spark of brightness in the newly painted Bell Art Room of the Winona Public Library. The traveling art exhibit will be at the Library from February 21 through April 4. Stop in!
The works feature the artistic interpretation of easel's library-related themes: books, authors, letter or letters, or libraries as presented by artists living in the 11-southeastern Minnesota counties. The art work was submitted in December 2011 and judge by a select panel. The easel tour began January 2012 and will conclude June 2013. After six weeks in Winona, easel will be installed at two remaining public libraries.

Tim Hoogland, the Director of Education Outreach Programs at the Minnesota Historical Society, shared this very sad news about the passing of Laura Zeccardi, History Day Library Coordinator. Many of you may have known of Laura as Southeastern Minnesota was a part of the state that she worked with as part of her duties at MHS. Laura grew up in Chatfield. We at SELCO are shocked and saddened by her sudden passing as her enthusiasm for History Day was infectious. Tim can be reached at tim.hoogland@mnhs.org
We are sad to report the sudden passing of History Day Outreach Specialist, Laura Zeccardi. Over the past five days, University of Minnesota physicians discovered that Laura had an undetected bone tumor that ultimately triggered a blood clot into her lungs. Laura died peacefully early Sunday morning at the U of M hospital while she was being comforted by her family.
Although many of you have met Laura, I don't think that her background as a History Day student was widely shared. Laura grew up in Chatfield, Minnesota, and began participating in History Day as a 6th grader. She is one of the few students who participated in the program in every year she was eligible and went on to represent Minnesota at the national competition multiple times. As a student at Macalester College, Laura served as a History Day intern and eventually joined the MHS Education staff after completing graduate school at NYU.
Laura excelled at providing classroom support to students and teachers and truly enjoyed the challenge of coordinating the expansion of student research support services at public and university libraries. Through our partnership with CRPLSA thousands of students have benefited from her dedication to share the love of learning that she experienced through History Day. She was extremely proud of the way that our statewide services were expanding to meet the needs of students, and her evaluation data shows that our hopes for the partnership were being met: Kids were using more books, their interest in using libraries was growing, and their research skills were improving. Whether it was through her classroom lessons, library field trips or hullabaloo events, Laura was making a difference in the academic achievement of Minnesota students. A fitting testament was when Laura's father shared with me that her work at MHS brought her tremendous joy as she "was doing the work she was born to do."
A celebration of Laura's life is being planned for Sunday, March 3rd, in Chatfield. We are working with her parents on the establishment of a memorial fund at the Minnesota Historical Society.

SELCO and the Minnesota Clean Water, Land and Legacy Amendment
The Clean Water, Land and Legacy Amendment, was passed overwhelmingly by Minnesota voters in November 2008. This electoral decision created new resources for land conservation, water conservation, parks and the arts. A portion of these funds has been appropriated to regional library systems to support programs and services at local libraries and to partner with community organizations to enrich the lives of Minnesota residents.
As an initial approach to the Library portion of the Arts and Cultural Heritage funds, SELCO held discussions with area library directors, library staff and library board members. Based on their input, SELCO identified a number of broad categories in which to concentrate efforts in the first year of Legacy funding. Building on the success of those initial Library Legacy projects, SELCO will continue to participate in a variety of ACHF projects, including both statewide and regional initiatives.
SELCO has used Legacy funds for various programs throughout the years. The current programs have tabs located at the top of this page. In addition, programs that are currently inactive may be found under the 'Previous Projects' tab.
All of these projects were funded in part or in whole with money from Minnesota's Arts and Cultural Heritage Fund.
SELCO tracks all projects based not only on city and county but also by Minnesota House District. If you are looking for handouts to use for advocacy they are located on the Advocacy page under SELCO/SELS Resources.
All Legacy programs are required to display that they are such. This is done preferably through the use of logos although a disclaimer is acceptable in certain situations. Information on Legacy Logos and disclaimers can be found on this page.
Library Legacy Legislation
In November of 2008, Minnesotans passed the clean water, land and legacy amendment to the Minnesota Constitution. As a result, over the next twenty-five years, funds raised from an increase in state sales tax from 6.5% to 6.875% will be allocated as follows:
- 33% to a clean water fund
- 33% to an outdoor heritage fund
- 14.25% to a parks and trails fund
- 19.75% to an arts and cultural heritage fund
The statutory language passed by the 2009 Minnesota State Legislature allowed that a portion of the arts and cultural heritage fund be distributed to regional public library systems.
Laws of Minnesota 2011, 1st Special Session
Chap. 6, Art. 4, Sec. 2, Subd. 4:
These amounts are appropriated to the commissioner of education for grants allocated using existing formulas under Minnesota Statutes, section 134.355, to the 12 Minnesota regional library systems, to provide educational opportunities in the arts, history, literary arts, and cultural heritage of Minnesota. These funds may be used to sponsor programs provided by regional libraries or to provide grants to local arts and cultural heritage programs for programs in partnership with regional libraries. This appropriation is available until June 30, 2015.
Of the $52,600,000 appropriated for Arts and Cultural Heritage for FY 2012, $3 million has been allocated to public libraries. SELCO will receive $316,008 for arts, history, and cultural programming. These funds will provide statewide, regional and local programs in conjunction with member libraries or community partners throughout SELCO/SELS system.
Regional Digitization
SELCO is cooperating with the Minnesota Historical Society (MHS) and the Minnesota Digital Library (MDL) to integrate a regional digitization project using established standards and protocols. Based on the investigation and research undertaken during FY 2010 by the Legacy Digitization Committee, SELCO is working closely with libraries in the region to inventory local newspapers which will benefit from digitization. In FY2012, the digitization project will focus on adding newspapers from at least one additional county in the SELCO region. This addition would add to the list of counties represented in the collection, which includes Goodhue, Fillmore, Rice, and Olmsted.

Community Collaboration
The Community Collaboration program consists of a series of subgrants that SELCO awards to qualifying organizations in the southeast region of Minnesota or organizations that feature events in the region. Through a scheduled application process for Community Collaboration projects, the Legacy Review Committee awards funds to libraries and library partners based on the quality of the partnerships and innovation, the ability to accomplish the proposed grant obligations, the inclusion of clear and measurable outcomes and the overall clarity of the application.

Vetted Programs
The Vetted Programs were created by request of the SELCO public library directors and intended to involve less staff time dedicated to individual programming plans. Library staff expressed a desire for a simpler, “turnkey” program approach that they could easily implement and manage for their communities. SELCO and the Vetting Committee maintain a catalog of performers on contract with SELCO to provide their services. The individual programs must be applied for by SELCO/SELS member libraries and fit into the performer’s schedule. This program will run on a first-come, first-serve basis in regards to applications.

Minnesota Book Award Author Tour and Book Club in a Bag
SELCO engaged Minnesota Book Award (MNBA) authors for a tour of southeastern Minnesota libraries. The MNBA tour connects the public with some of Minnesota’s finest authors and illustrators. Libraries throughout the SELCO region host both winning and nominated authors of the 2011 and 2012 Minnesota Book Awards. Click on the link below for a schedule of author presentations in the SELCO region.
In conjunction with the author tour, SELCO created the Book Club in a Bag kits featuring MNBA winners. Titles are selected from the 2012 Minnesota Book Award winners. Each kit includes 10 copies of the book, reading guides, bookmarks, and a DVD of Minnesota Book Award author interviews. Libraries are able to schedule the kits in advance to meet local programming or community events.

easel - Experience Art in Southeastern Libraries

SELCO and SEMVA (Southeastern Minnesota Visual Artists) sponsor the second biennial traveling art exhibit, easel – Experience Art in Southeastern Libraries.
The easel exhibit provides libraries of all types with a unique exhibit and programming opportunity. The exhibit runs January 2012 through June 2013.

Poetic Strokes
SELCO cooperates with local writers’ workshops and conducts a regional poetry contest to demonstrate the artistic and literary heritage of libraries and poets in Southeastern Minnesota. The selected poems are published by SELCO in a single volume. SELCO works with a graphic design firm to come up with a unique theme and layout for the selected poems each year. Copies of Poetic Strokes are provided to the contributing poets and area libraries in the spring. SELCO assists local libraries with scheduling author readings around the region to celebrate the publication of the Poetic Strokes anthology and National Poetry Month in April. Due to demand, a regional poetry contest specifically for teens in high school was launched in January 2013. The selected poems are published by SELCO in a single anthology called Word Flow.

Statewide Legacy Programming
SELCO has agreed to participate in statewide Library Legacy programming this fiscal year.
Statewide Vetted
One of the programs that will be avialable throughout the state is a collection of vetted programs offered by the Minnesota Historical Society and the Minnesota Alliance of Local History Museums. SELCO will handle booking while member libraries are responsible for administering and reporting the results of a survey.
